A
whitepaper
co-authored by Bud
Yanak of BIO-key and
published in the
current issue of
Sheriff magazine
presents a topic
that will only
become more critical
as law enforcement
information sharing
expands across the
country - the need
for standardized
user authentication
among agencies
sharing data. As an
example of an
effective,
multi-agency
approach, the
whitepaper describes
the National
Sheriffs'
Association Pegasus
Program, and the use
of BIO-key's WEB-key
biometric
fingerprint-based
biometric
identification
solution for
nationwide access to
the Pegasus system
from any location or
device. Digital
fingerprint matching
is the least costly
and most widely used
biometric method
available today.
Used in combination
with a password, the
fingerprint serves
as a second "factor"
for advanced user
authentication.
Advanced
authentication is
already on the front
burner for many law
enforcement
agencies. Under the
most-recently
published FBI CJIS
Security guidelines,
all systems
accessing NCIC data
must comply with new
advanced user
authentication
requirements by
September 30, 2010.
These guidelines
apply to access from
both secure and
remote locations,
including
office-based
computers and
in-vehicle laptops.
Fingerprint-based
biometrics is one of
the FBI-approved
advanced
authentication
methods.
There are two pieces
of good news for
BIO-key customers.
First, you already
have an advanced
authentication
solution for your
mobile data users
available at no
additional cost.
BIO-key has included
the same WEB-key
fingerprint
biometric
authentication
component used by
Pegasus directly
within
InfoServer.
With the addition of
widely available low
cost fingerprint
readers,
your mobile
data system meets
FBI CJIS security
requirements "out of
the box."
The second piece of
good news is that
our
fingerprint-based
biometrics
authentication
software can also be
used to secure
departmental
workstations as well
as mobile devices.

solution approach

all system users in

SecureMessage™ Rolls Out

In
November we announced
the availability of
SecureMessage
as a cost-effective way
to extend MobileCop's
fully-encrypted,
scanner-proof text-based
messages, announcements
and email to other first
responders. We're now
pleased to announce the
first contract award.
With funding from a
Public Safety
Interoperable
Communications (PSIC)
grant from the
Department of Homeland
Security, SecureMessage
will be deployed to
dispatchers and other
staff in public safety
communications centers
in Southeastern
Nebraska. The system
will be hosted by the
Lincoln, NE Police
Department.
"We, like almost
everyone else, have made
significant progress
with interoperable radio
communications," said
Lincoln Police
Department Sergeant Todd
Beam. "SecureMessage
will allow us to reach
an even higher level of
interoperability in the
future by incorporating
emergency operations
centers, incident
command posts and other
branches of our regional
Incident Command System
in a way that radio
communications is not
well suited to
accomplish."

User Training
Video Available
at No Cost
A just-completed
PocketCop end user
training video is
now available for
download at no cost
to BIO-key customers
from the
Announcements area
of the
Customer Support
Forums website.
The 13-minute video
demonstrates log on
and operation of key
query and messaging
functions and is
designed to provide
a new PocketCop user
with all the
information needed
to be quickly
up-and-running and
productive.

bundled with a
standalone universal
player that you can
copy along with the

Customer
Support Corner
Sometimes it takes
creativity on both
sides to solve a
problem. The
Canfield, OH Police
Department is
serving as a
MobileCop host for
neighboring
departments, and
Officer (and
IT Manager) Ryan
Davis
recently had a
problem implementing
the Role-Based
Security feature in
InfoServer 7.0 so
that activity logs
and other
agency-specific data
weren't visible to
other agencies - one
of the key benefits
of RBS. What makes
this news is not
that the customer
had a problem, but
the way he reported
it to us. Ryan
created a short
video for BIO-key
Customer Support
with an audio
commentary of the
InfoServer
Administrator
screens showing how
the logs were being
populated by actual
unit activity. (Click

The video helped
Customer Support and
Engineering quickly
isolate and fix the
problem. Ryan wrote
back to say: "Thanks
for fixing this so
quickly. Now I can
have each department
that hangs off of
our server manage
their own units and
users, as well as
get their own logs.
I wish everyone's
support department
and engineers were
as good as yours
when responding to a
customer problem.
I've been working
with another support
department for our
cruiser video system
and it takes two
weeks just to get a
phone call or email
returned."

Federal
Grant Update:
Department of Homeland
Security
In November, DHS
announced 2009
funding levels and
application guidance
for the major DHS
grant programs that
help fund state and
local programs,
including the two
programs under which
state and local law
enforcement agencies
have obtained
funding for mobile
data systems:
-
State Homeland
Security Program
(SHSP) - $861.3
million to
strengthen and
build state,
territorial and
local
preparedness
capabilities
-
Urban Areas
Security
Initiative (UASI)
- $798.6 million
to enhance
regional
preparedness in
62 high-threat,
high-density
urban areas
across the
country.
States must dedicate
at least 25 percent
of both SHSP and
UASI funds to law
enforcement-related
activities.
Applications for the
SHSP and UASI
programs are
due March 20, 2009.
