MICHAEL W. DEPASQUALE | Chairman & Chief Executive Officer
MICHAEL W. DEPASQUALE serves as Chairman and Chief Executive Officer of BIO-key International, a New Jersey headquartered developer of advanced biometric security solutions. Mike was appointed Chairman of the company in February 2014 and has served as Chief Executive Officer since January 2003.
Mike brings more than 25 years of extensive executive management, sales and marketing experience to the Company. Prior to joining BIO-key, he served as the President and Chief Executive Officer of Prism eSolutions, Inc., a Pennsylvania-based provider of professional consulting services and online solutions for ISO-9001 / 14000 certification serving customers in manufacturing, healthcare and government markets. From December 1999 through December 2000, Mike served as Group Vice President for WRC Media, a New York-based distributor of supplemental education products and software. From January 1996 until December 1999, he was Senior Vice President of Jostens Learning Corporation, a California-based provider of multi-media curriculum that was acquired by WRC Media.
Prior to Jostens, Mike held sales and marketing management positions with McGraw-Hill and Digital Equipment Corporation. Mike earned a Bachelor of Science degree from the New Jersey Institute of Technology and has served on a number of non-profit organizations as well as on the Board of Directors of several private companies. Currently, Mike is Treasurer and member of the Board of Directors for the one of the leading biometric advocacy organizations, the International Biometrics and Identification Industry Association.
Ceci Welch has more than 20 years of operational and financial management experience in a diverse selection of technology corporations. Prior to joining BIO-key, she was Controller for Savaje Technologies, Crystal Systems and ATN Microwave (acquired by Agilent Technologies). Mrs. Welch has a Bachelors degree in Accounting from Franklin Pierce University.
For more than 30 years, Ms. Rivera has demonstrated her management and leadership skills in developing new markets. Most recently, as President & General Manager of the U.S. Public Sector Division of Experian North America, her efforts regularly addressed key issues around Multi-Factor Authentication, Fraud and Healthcare which complement BIO-key's focus. She was instrumental in establishing new accounts with Federal customers, including the Department of Defense, the Justice Department and Department of Education, as well as New York City. Prior to Experian, she held senior management positions at L-3 Communications, SAP America and Oracle Corporation, having launched her technology career at IBM's Data Processing Division.
Mira LaCous has nearly 30 years of solution development, project/product management and company leadership experience. Ms. LaCous has lead and managed software development and product management teams most of her career. Mira's background includes successfully bringing technology to market including automated voice response systems, building control systems, software piracy protection, intranet training materials and security testing, graphic page layout and design software, scanning software and systems, authentication security, biometric algorithms, scalable security solutions and more. Ms LaCous is also the author of six US patented technologies, with most have many international counterparts, and has been an officer or director of three companies; National Computer Systems (NCS), TEL-Line Systems and BIO-key International. Ms LaCous has a Bachelors in Computer Science as well as all but Dissertation towards a Masters Degree.
JIM SULLIVAN | Senior Vice President Strategy and Business Development
Jim Sullivan is BIO-key's Senior Vice President of Global Sales, and a recognized expert in biometric authentication for consumer and mobile applications. In over 10 years at BIO-key, Jim has directly worked with dozens of BIO-key’s household name customers, including AT&T, LexisNexis, NCR and McKesson on large-scale biometric-centered identity management projects that interface daily with millions of corporate and consumer users. Jim holds a Computer Science degree from Brown University, and has 24 years of experience in IT projects and implementation, 14 of them directly working with identity management solutions at BIO-key, Computer Associates, Platinum Technology, and Memco Software.
Mr. Mahnken brings over 20 years of marketing experience and success through strategic marketing and building dynamic relationships with channel partners. Immediately prior to joining BIO-key, Mahnken served as President of Edge Marketing, a leading marketing consulting firm in the dental and medical devices industries. Mahnken also served as Director of Marketing at Milestone Scientific Inc, manufacturers of computer controlled anesthetic delivery medical devices, and Director of Partnership Relations at ArcMesa Educators, an organization dedicated to providing accredited continuing education to medical and dental providers. For Mahnken, his career in marketing began with Lanmark Group a leading healthcare advertising agency. Mahnken is a graduate of the University of New Orleans, where he earned a Bachelors of Art degree in Marketing.
Michael W. DePasquale has been promoted to Chairman of the Board effective January 29, 2014. Mike has served as the Chief Executive Officer and a Director of the company since January 3, 2003. Moving forward Mike will serve as BIO-key's Chaiman & CEO. He served as Co-Chief Executive Officer of the company from July 2005 to August 2006. Mr. DePasquale brings more than 27 years of executive management, sales and marketing experience to the company. Mr. DePasquale has extensive General Management experience in the technology sector and has served on a number of non-profit as well as private company Boards.
Thomas E. Bush, III, served with the Federal Bureau of Investigation for over 33 years. Bush joined the FBI on September 8, 1975. Early in his FBI career, he worked in the Identification Division (now the Criminal Justice Information Services Division) and Information Resources Division. During his 33 year career as a Special Agent he rose through the ranks of the FBI ultimately becoming the Director of the CJIS division. During Bush’s tenure with the CJIS division he was responsible for the day to day operation of the largest division of the FBI, with over 2,500 employees and a budget of approximately one billion dollars. Known for providing critical services in support of the criminal justice community, two significant IT projects, Next Generation Identification and N-Dex, were awarded by CJIS with early increments delivered during his tenure. He was the recipient of many awards during his tenure, most notably a Presidential Rank Award for Meritorious Service in 2007.
Thomas Gilley is an entrepreneur, hands on technologist and innovator in the area of mobile technologies, digital media, internet of things and social media. Gilley gained corporate product management experience at Apple Computer, as an Engineer and R&D manager in the Advance Technology Group. Before and after Apple, Gilley founded several successful companies, including Meeting Technologies, a social computing company; FutureTel, the first MPEG video broadcast equipment provider, MPEG2, a chip company, and PicoStar, an incubator - technology investment company. While at PicoStar, Gilley was the founding CTO for Cobalt Networks which subsequently was acquired by Sun Microsystems for two billion dollars. Mr. Gilley, serves as an advisor for the New Jersey Institute of Technology, a public Research University, and InterDigital Communications, developers of wireless technologies for mobile devices and networks. Gilley also served as a strategic advisor for Compass Advisers, providing guidance for mergers, acquisitions and investments for public companies and private equity firms in the areas of security systems, enterprise software, and media, mobile and wireless. Most recently, Gilley sold his on-demand web media company to Vignette and acted as CTO throughout the transaction and through the company’s ultimate acquisition by OpenText.
Robert J. Michel has served as a Director of the Company since April 10, 2017. He has over 30 years of accounting and financial management experience and currently serves as the CFO of Roadway Moving, Inc., a transportation, moving and storage company located in New York City. Immediately prior to Roadway Moving, Inc., Mr. Michel served as a consultant with Feuer and Orlando, LLP, New York, NY based CPA firm. From 2009 until March, 2016, Mr. Michel was the Chief Financial Officer of Asta Funding, Inc. (Nasdaq: ASFI), a diversified financial services company operating in five reportable segments in the United States, with the consumer receivables segment also operating in South America. Mr. Michel was responsible for all financial matters and SEC reporting. From 2004 until 2009, Mr. Michel served as the Controller and the Director of Financial Reporting and Compliance for Asta Funding. Mr. Michel is a certified public accountant, earned a MBA in Taxation from St. John’s University, and a BS in Business Administration from Villanova University. We believe Mr. Michel’s qualifications to sit on the board of directors include his substantial experience in accounting and financial management for public companies which provide the Board with a deep knowledge of financial and SEC reporting and strengthen the board’s collective qualifications, skills, and experience.
Mr. Yao Jianhui is Executive Chairman of the Board and Chief Executive Officer of the China Goldjoy Group Ltd. Mr. Yao has held senior management positions with a number of enterprises and listed companies across a wide range of industries including food, construction materials, real estate, commerce, agriculture and forestry, logistics, technology and finance. From July 2010 to October 2014, Mr. Yao was the General Manager and Chairman of the Board of Directors of Baocheng Investment Co. Ltd., a company listed on Shanghai Stock Exchange principally engaged in the manufacturing of cables as well as the hotel and trading business. From June 2006 Mr. Yao also served as the Chairman of the Board of Directors of Baoneng Holding Co. Ltd. a company principally engaged in property development. Mr. Yao has deep experience in the technology and manufacturing industries, including managing a cable manufacturer which provides products for high speed trains.
Mr. Wong Kwok Fong (Kelvin) is the former Chairman and co-founder of China Goldjoy Group (previously World Wide Touch Technology Holdings Limited) and currently serves as its Chief Technology Officer. Mr. Wong founded China Goldjoy in 1997 and played a significant role in the substantial growth of the business Mr. Wong brings over 14 years of senior management experience in manufacturing, supply chain, and marketing functions in the electronics and technology industries, including establishing manufacturing plants in Hong Kong and China, and building an extensive network in the electronics and technology industry. Mr. Wong is currently responsible for the technology development of China Goldjoy Group, with a primary focus on the biometric payment business and infrastructure.
Mr. Knook is a broadly skilled senior executive with over 30 years of leadership experience in Mobility and Software technology in Europe, Asia and America. He was previously Director of Internet service at Vodafone, UK, following 18 years at Microsoft, where he served as one of the company’s top 25 executives. As President of Microsoft Asia from 1997 to 2001, Mr. Knook led the company’s efforts in opening and expanding in Asian markets. As SVP of Microsoft’s Mobile Communication Business from 2001 to 2008, he transformed a struggling business and led it to 40% annual revenue growth, including the development of a new mobile platform business with sales of more than 20 million units a year.
